The Purchasing and Administrative Services division provides a wide range of services  for the Authority including purchasing, contract administration, material warehousing,  and facilities management.  Procured items include architectural design services, legal services, insurance, office and building supplies. Purchases are divided into three categories: construction goods and services, professional services, and non-construction goods and services.

BCHA actively outreaches to Minority Business Enterprises (MBEs) and Women Business Enterprises (WBEs) in our efforts to promote contracting opportunities for these businesses.

large purchases
All Authority purchases exceeding $20,000 are obtained through formally advertised and competitive Request for Proposals (RFPs), Request for Qualifications (RFQs), or Invitation for Bids (IFBs).
Generally, RFPs/RFQs are utilized to obtain negotiated items such as professional services and high tech equipment. IFBs are used for construction and routine purchases generally obtained through the competitive sealed-bid process.

small purchases
Items under $20,000 are considered 'small purchases' and are subject to 'informal' procurement methods including a verbal or written price and/or rate quotation.
