Widely recognized as the first "Non-Hope VI" public housing redevelopment in the state of Florida, Crystal Lake Apartments set a benchmark for public/private affordable housing redevelopment partnerships. The concept, partnership documents and baseline expectations have subsequently been duplicated throughout Florida. While a one-for-one replacement of the public housing demolished at the site was not required by HUD regulations, Crystal Lake Apartments maintained the exact number of apartments, including almost ten percent four bedroom apartments, based on a sub-market analysis. That analysis showed the average number of persons per household was substantially higher in the sub-market than the citywide or county average. The redevelopment project stayed true to the family size and market needs of the specific sub-market where it is located. Construction commenced in November of 2005. The project finished in 2007 and at completion included a separate office building now being used by a not-for-profit neighborhood social and economic development group in furtherance of local community goals.
